1. Affordable Housing & Fair Homeownership

We are facing a housing crisis — not just in one city or one state, but across the country. In Howard County, families are working hard, doing everything right, and still finding homeownership out of reach.

I know this personally. Like many residents, I’ve worked hard and pursued my education, yet buying a home still feels out of reach. That’s not just frustrating — it’s a structural problem. And unlike many candidates, I’m not just talking about it. I’m proposing real legislative solutions.

We must make sure families — not massive corporations — have a fair opportunity to buy homes, build wealth, and live the American dream.

My Plan:

  • Put families first.
    Place reasonable guardrails on large-scale investors purchasing single-family homes and apartment complexes — without banning investment outright — to prevent excessive ownership concentration.

  • Limit bulk investor purchases.
    Establish annual purchase caps and ownership limits per county so institutional investors cannot dominate the housing market and shrink inventory for everyday buyers.

  • Protect market access for working families.
    Prevent excessive accumulation of homes that drives up prices and reduces availability for residents who actually want to live in the community.

  • Create a “First Opportunity” period for homebuyers.
    Require that properties be marketed to owner-occupants before large investors are allowed to close on purchases — giving families a fair shot.

  • Increase transparency in property ownership.
    Require disclosure of beneficial ownership so communities know who truly owns housing in their neighborhoods.

  • Discourage speculative bulk buying.
    Introduce a graduated transfer tax surcharge on large-scale bulk purchases, with the revenue directed toward affordable housing programs.

  • Reinvest in affordable housing.
    Use funds generated from investor surcharges to strengthen affordable housing initiatives and expand access for first-time buyers.

This legislation does not punish responsible investment — it restores balance. It ensures that large corporations cannot outcompete local families simply because they have deeper pockets.

Housing stability builds strong communities. It builds generational wealth. It builds opportunity.

And everyone who works hard deserves the same opportunity to own a home — not just those with institutional capital behind them.

2. Affordable, Accessible Healthcare

No Marylander should ever have to choose between their health and their financial security. Too many families still struggle to access quality care, mental health services, disability services, and preventative medicine. We must build a system that works for everyone — not just those who can afford it.

Maryland’s mental health system, in particular, is under real strain. We face a serious workforce shortage of counselors, social workers, and psychiatrists, driving long wait times and limited in-network options. Youth mental health programs have been stretched thin, with school-based services at risk of cuts. Families often encounter low reimbursement rates, out-of-network barriers, and crisis response systems that lack the capacity they need. These challenges touch every community — from students to seniors, from suburban neighborhoods to rural counties.

My Plan:

  • Expand Maryland’s behavioral health workforce through loan forgiveness, tuition support, fair reimbursement rates, and streamlined licensing pathways.

  • Enforce true insurance parity so mental health care is covered as reliably and affordably as physical health care — with fewer out-of-network obstacles and surprise bills.

  • Protect and expand school-based mental health services to ensure students have access to counselors, behavioral health supports, and crisis intervention.

  • Invest in crisis response systems — including 988, crisis stabilization centers, and adequate psychiatric bed capacity — to guarantee timely, community-based care.

  • Strengthen transparency and accountability in state agencies and provider networks to reduce wait times and improve outcomes.

  • Support a state-run public option to lower costs and increase competition.

  • Cap out-of-pocket prescription drug costs and increase hospital price transparency.

  • Protect reproductive healthcare access in Maryland law.

  • Fund mobile clinics and preventative care programs in underserved communities.

3. Education & Youth Investment

Education is the foundation of opportunity. Every child deserves a quality public education and a pathway to success — regardless of their ZIP code.

My Plan:

  • Fully fund the Blueprint for Maryland’s Future and ensure accountability for how funds are spent.

  • Raise teacher pay so educators can focus on their students — not on working second jobs to make ends meet.

  • Support competitive salaries and training for teachers.

  • Expand universal pre-K and early literacy programs.

  • Ensure mental health counselors are available in every school.

  • Strengthen vocational and apprenticeship programs that prepare students for local, good-paying jobs.

4. Government Transparency & Accountability

Government should work for the people — not behind closed doors. I’ll fight to open the books, restore public trust, and make decision-making accessible to every resident.

My Plan:

  • Require all agencies to maintain publicly searchable online databases of budgets and contracts.

  • Strengthen ethics and lobbying laws and require quarterly transparency reports.

  • Mandate community input hearings before major public policy changes.

  • Modernize procurement systems to track spending in real time.

  • Expand whistleblower protections for public employees who expose wrongdoing.

5. Community Policing & Public Safety

Safety and justice go hand in hand. Real public safety means trust between law enforcement and the people they serve.

My Plan:

  • Require de-escalation and crisis intervention training for all officers.

  • Expand civilian oversight boards with real authority and community representation.

  • Deploy mental health response teams for nonviolent crises.

  • Fund youth programs and mentorships to prevent crime before it starts.

  • Mandate public reporting on police stops, uses of force, and disciplinary actions.

6. Economic Opportunity & Job Growth

Working people deserve a fair chance and a fair wage. Our economy should reward hard work, innovation, and community reinvestment — not just corporate profits.

My Plan:

  • Invest in small business incubators and grant programs for minority- and women-owned startups.

  • Expand green job training in renewable energy and environmental restoration.

  • Tie the minimum wage to inflation so it keeps pace with the cost of living.

  • Strengthen union rights and collective bargaining protections.

  • Incentivize clean manufacturing and tech innovation right here in Maryland.

7. Climate Resilience & Environmental Justice

Protecting our planet is protecting our people. We must act now to build resilient communities and ensure every neighborhood shares in a clean, healthy environment.

My Plan:

  • Commit Maryland to 100% clean energy by 2035.

  • Fund stormwater management and pollution cleanup in overburdened communities.

  • Expand solar access and EV charging infrastructure across the state.

  • Create a State Climate Corps for young people to work in conservation and renewable energy.

  • Enforce environmental justice standards in all major development decisions.

8. Civil Rights & Equity

Equity isn’t optional — it’s essential. We can’t build a stronger Maryland without justice and equal opportunity for all.

My Plan:

  • Strengthen and expand local human rights offices to handle housing, employment, and policing complaints effectively.

  • Support returning citizens with job training, housing access, and record expungement.

  • Advance pay transparency and fair hiring laws to close wage gaps.
